[repack] The expansion of a repack request will fail if there is no archive route configured to archive the files to repack on a tape

cta-verify-file command now gets instance, request.user and request.group from the command line instead of /etc/cta/cta-cli.conf

Leftovers from intermediate implementation

This commit adds a check for a requester mount policy with the hardcoded
name "default". Requester mount rule with this name must be present on
eoscta instance to pass this check

This is now handled client-side.

Improved human readability by correcting the order of the ORA error codes in OcciStmt::connShouldBeClosed()

Added the following unit-test for the temporary hack:

  SchedulerTest.archive_report_and_retrieve_new_dual_copy_file

Simplified the code of the temporary fix.

This reverts commit 2d1488f2.

A temporary fix that tries to force recalls to use the
tape copies with the lowest tape copy numbers.

Writing the disk replica will fail if the checksum of the file read
from tape does not match the checksum in the CTA catalogue.
