A previous commit had spun part of the code into a base library, but the split of the library was not helping.
Replaced the cta-lib-base RPM with a cta-lib-common RPM.

[REPACK] Added a failed to create archive request counter so that the Repack Request is complete or failed if Retrieve subrequest is failed (creation or execution)

Add read-only tape flag support in the catalogue for the TAPE table.
Add RdbmsCatalogue::setTapeReadOnly method to modify this flag with
