Resolve "Switch CI from Nix to Docker-based"

In order to make this build with the python:3.10 based image, I had to update the pytango version to 9.4.2 already (See !64 (merged), this can be rewritten now).

Also, instead of just executing black on kamzik3, I opted to update black beforehand. It has changed its formatting rules in recent versions, so I thought, might as well use these new rules.
