sc_transmitter debugging

This merge request follows the verification of the sc_transmitter verification and the related bug fixes:

  • fixing assertion of the busy signal so that the transaction starts after 1 clk cycle
  • fixing assertion of tx_cmd_* signals to allow for tx_bitcounter to run
