[why]
The header file will be removed in the next DOOCS release.
It contains only functions and macros that have been deprecated
for 3 years, but it also includes <eq_errors.h>, which contains
the definition of the DOOCS error codes.

[how]
Replace eq_fct_errors.h by eq_errors.h. This ensures that
the DOOCS error codes are made available. In a few cases, this
means that eq_errors.h is actually included twice, but that is
not harmful.

The header file has been relocated and renamed.
eq_sts_codes.h still exists only for compatibility.

[why]
In DOOCS release 19.10.0, eq_errors::offline has been
replaced by eq_errors::device_offline to avoid name
clashes under Windows.
