Recompile with new Consatt and DOOCS lib. Remove depreciated DOOCS headers.

Increase path number - rebuild against new Consatt.

Consatt-DOOCS (00.22.00):
-Send at least a singe data by ZMQ when application is started. Try to obtain valid Macro Pulse Number (MPN != 0)
-Send with ZMQ also inputs strings. Remove old scheme of data sending to DOOCS from scalars.

Add option to not send repeating data with ZMQ. Option is switchable with config file. (improve CPU load)

Tag 00.18.00 for laserllock 1.26 and linklock 1.18
