Better baselines from catalog

Because the lightcurves built with timewise are base on single exposure photometry, the measured baselines can be overestimated. This is especially true for dim hosts that are just barely below or at the detection threshold. Catalogs based on co-added images like the AllWISE can provide a useful crosscheck. If cataloged values are present in the ParentSample of the provided WISEData, and the cataloged values are dimmer than the measured baseline, use the catalog values instead.
