Constrain CI tests to NumPY versions < 2.0

Tim Schoof requested to merge constrain_ci_test_to_numpy_1 into master

This is necessary as long as ASAPO doesn't support NumPy versions >= 2.0 and the compatibility of AsapoWorker with NumPy 2.0 was not checked.
