Formatting and changes to blissdata server options

Lots of formatting fixes. Added ExceptionHandler to consistently handle exceptions and logs. Attributes of Dispatcher are now initialized correctly before use. Dispatcher name changed to CamelCase. Improved readability and fixed various typos. Reformatted log to use dd/mm/yy.
