feat: clear TX_DISABLE of SFP cages when MPSoC boots (#11404)

  • Declared device tree nodes for Xilinx IIC IP, external I2C switch and I2C I/O extender for all SFP cages.
  • Successfully tested that I/O extender appear as GPIO controllers on Linux. Could see and toggle I/Os using gpio-tools.
