Change cfg for re-introduction of fwk-utils and techlab-utils layers

successfully managed to compile fwklinux-minimal with additional layers: https://msktechvcs.desy.de/techlab/software/yocto-layers/meta-techlab-utils/-/tree/rel-v2022.2 https://gitlab.msktools.desy.de/fpgafw/yocto/meta-desy-fwk-util/-/tree/rel-v2022.2

RPMs are generated for HDF and mapfiles and show up with version number as expected.

with Petalinux 2022.2, meta-desy-fwk-util/recipes-utils/start-jupyter/start-jupyter_%.bbappend does not override anything anymore, I have to fix that later.

Could not test on any hardware yet, obvsly.
