RJ45 fix

Changelog:

  • Bump KU which has fix for the RJ45 constraints and LLL integration
  • The way RTMs can assert interlocks have changed interface (functionality not changed)
  • Bump FWK
  • app_top interface clocking simplified for AXI.4 Lite
  • APP.ID now correctly shows the application configuration
  • DPM.MODE = 0 makes the tables runs continuously
  • clean up on tcls
