feat: parse the BSP's VHDL constants in Tcl
Information might be required in a VHDL package as well as in Tcl. One example is the RTM or FMC pin inversion information (C_RTM_IO_D10_INV_MASK and so on).
It is required in Tcl when a block design IP is created with this as a configuration parameter.
Tested with projects/lisa/lisa_pm_adc: synthesis passes.
