The uncommented tests of DataTransferSessionTest now create tape file entries in the archive namespace

bridge constants, therefore this commit renames:

  castor/tape/tapeserver/Constants.hpp

to:

  castor/tape/tapeserver/TapeBridgeConstants.hpp.

PLEASE NOTE:
Both the DataTransferSessionGooddayRecall and DataTransferSessionWrongRecall
tests have TODO comments that need to be fleshed out into real code.  More
specifically both tests need to fill the archive namespace with tape file
entries reflecting what was written to the in the memory tape of each unit
test.

Added suport for both failure and success for the OStoreDB::ArchiveJob() and tested the job's basic requeuing on failure.

Fixed the MigrationReportPackerTest and changed the MigrationReportPacker to be more similar to the RecallReportPacker

Re-instated the starting state which is necessary to prevent scheduling race conditions.

Moved PositioningMethod into the cta namespace to allow for easier modification of RetrieveJob for unit testing

This version of DummyScheduler is all but useless for unit tests
due to its demanding constructor.  I am adding this class to the
cta repository all the same so that more than one developer can
work on it.

Made the methods of the cta::Scheduler class virtual so that they can be overidden by Mock/Dummy/Fake classes

Added as comments DataTransferSessionTest.cpp and TaskWatchDogTest.cpp to the appropriate CMakeLists.txt file
