Temporary workaround for "xrootd 5 pipelines failing in CI": upgrading non xrootd rpms to pass failing preflight for XROOTD5 schedules.

Will now run on schedules in master branch and can run manually in any branch otherwise.

current preflight tests are targetting eos/xrootd regressions
