Restoring deleted files implies restoring them in the eos namespace and
in the cta catalogue. The command has no atomicity guarantees, a file
may be restored in the eos namespace but the restoring in the cta
catalogue may fail.

Added --build and --drop to the cta-statistics-save so that we can create and drop the tables needed for the statistics

Changed the Placeholder_String::get_string() method
Changed the MysqlStmt::bindString so that it instanciate a Mysql::Placeholder_String object with a buffer that will have the size of the parameter to bind (if provided)

The added codes appeared in production (with the CASTOR Nameserver)
during a network incident with the Oracle Clusterware.

Added a class SchemaChecker that has the responsiblity of checking :
- the schema against the .sql defined in the SCHEMA_VERSION/xxx_catalogue_schema.sql
- the presence of PARALLEL tables in ORACLE (not implemented yet)

Added unit-test insert_with_bindString_invalid_bool_value in order to verify check constraints are working
