this fixes #982 where files with fid >4294967295 were not considered for
garbage collection.

files with fxid coded on 8 or 9 characters in hexadecimal should be considered for GC (8 is not enough).

This reverts commit fa254368.

It is too dangerous to not pin the version rados to exact version.

Objectstore GC Repack unit tests rely on a specific string in an exception message.

Removed the changelog entries for 4.0-2 from cta.spec.in.  The updated version of these should be put back when the next release is made
