This version of DummyScheduler is all but useless for unit tests
due to its demanding constructor.  I am adding this class to the
cta repository all the same so that more than one developer can
work on it.

Made the methods of the cta::Scheduler class virtual so that they can be overidden by Mock/Dummy/Fake classes

Added as comments DataTransferSessionTest.cpp and TaskWatchDogTest.cpp to the appropriate CMakeLists.txt file

Improved the RecallReportPackerBadBadEnd test, though it still does not pass because the expected error log is never created

RecallReportPackerNominal in the context of the CTA project

Started the mount selection logic in the OStoreDB.

Please note that I still must complete the remaining unit tests
within the RecallReportPackerTest.cpp file.

NOT ALL OF THE TAPEDAEMON UNITTESTS ARE BEING COMPILED AND THERE ARE
STILL UNITTESTS THAT ARE COMPILED THAT DO NOT PASS

Removed tape reactor tests from old CASTOR unit test executable so I know what I've moved to the new cta unittests executable
