upgrading to eos 4.7.0-20200221155245git994c2f1 that adds eosreports for failed transfers and fix xrootd query prepare on_tape bug

 directive is silently ignored by eos fst, but it still has to be a valid executable file. Just to clearly state that this does not need to be changed to /opt/eos/... CTA uses eos-xrootd packages.
