Temporarily removed dependency of cta-tape-developer-acs-tools on cta-lib so that cta-tape-developer-acs-tools can be installed on CASTOR tape servers

Fixed by correcting the order of the column headings. The original
incorrect order was:

    "name","vo","# tapes","# phys files","# partial",...

The new correct order is:

    "name","vo","# tapes","# partial","# phys files",...

Switching to eos koji testing repository as all the tagged rpms are going there: the previous tag repo was too late.

Usage: cta-admin --json <command> <subcommand> <options>

For stream commands only (where each line of the result is sent back in
a protocol buffer), return the results in JSON format instead of a
text table.

Adds better cleanup of Requests. The Send() method is synchronous as
before, for Metadata requests. The new SendAsync() method is for Data
and Stream requests, where the Response is returned asynchronously.

The framework now provides a DataFuture object for the asynch case.
After the Request has been sent, call DataFuture::wait() to clean up the
Request object once all data has been received.

Fixing repos priorities: as we are now pulling from the TAG repo we may have more recent EOS version in the CTA-CI repo (this was not the case for the commit repo). EOS tag repo has now a higher priority and yum cache is purged.

cta-fst-gcd now reports every 10,000 files that it has considered them.  This should help us see how fast the garbage collector is
