Added some templates for manipulating protocol buffers container. This reduces the boilerplate code significantly.

Commented out the queue related methods of SchedulerDatabase that should NOT be implemented until the re-design is finished!

Copied the implementation of the SqliteDatabase class to its new home, the  MockSchedulerDatabase class

The implementation is now good enough to run the unit tests (they do not pass yet).

Moved all of the classes in middletier/common to the scheduler directory because most of them are specific to the scheduler.  Please feel free to move those that are no so specific elsewhere.

Replaced a static const by an hardcoded value to avoid statis object initialization order issues in the unit test.

Fixed memomy management of the unit test, and disabled the object store middle tier unit test, which crashes on initialization.
