Moved the getPoppingElementsCandidates() method from RetrieveQueueFailedAlgorithms, RetrieveQueueToTransferAlgorithms and RetrieveQueueToReportToRepackForSuccessAlgorithms into RetrieveQueueAlgorithms
This removed the duplication of the code in this method repeated 3 times

This will prevent trim-against-create fights between 2 processes where a process
trying to create a new queue to push abandons after 5 retries.

No inheritance, instead have partial or full specialization based on two
template parameters.
