Merge branch 'mediachanger_castorrmc' 

This merge effectively brings the source files of the rmcd daemon and
the smc command-line tool from CASTOR.

No make or packaging related files have been brought over from CASTOR.

This merge attempts to bring as much git commit history from CASTOR as
possible.
