Synchronized (and simplified) the implementation of tpconfig with

the parsing of cta.conf. Renamed TponfigLines class to Tpconfig.
Unit tested the class.
Fixed message value of Errnum being overwritten when "ex.getMessage() <<"
construct is used on the object.
