Draft: chirp: allow to specify and send to a list of broadcast addresses while listening to all

This MR fixes #99 (closed) by allowing to specify the broadcast address to use via command-line argument. This required changing various class arguments in a number of places.

This MR also contains other (minor) fixes to arguments, doc strings and log messages.
