Revert "Install libc++ on debian-clang"

This reverts commit a5c8e5bd.

I do not get libcxx to work - so let's get rid of it. All distributions seem to use libstdc++ for clang anyway. If add support for MacOS, then we will have proper testing with libc++ (default stdlib on MacOS).
