For some reason I thought that this is not available anymore

For now run in parallel with bionic; We can drop bionic if focal builds
reasonably well

Needed for tripEventLogger's export to HDF5 support

- Run lcov_to_cobertura with python3 explicitly
- Install missing lcov dependency perl-JSON
