wget no longer used for copying artifacts, instead copy build and
dependencies (using fasttrack/master dirs if available)

* proxy is set through build arguments.
settings stub for network, git , sudo has been removed.

* removed comments not parsed correctly by docker.

* changed: tumbleweed.docker proxy is set through build argument.

Due to docker-related bug:

Building not-found dependencies automatically breaks the idea of controlling the dependencies in Jenkins. All dependencies we need must be built explicitly as separate Jenkins projects.

- If tests are skipped, the build result will be unstable.
