fixed headeronly dev packages and doc packages for projects with upper case characters in their name

if uncommitted changes in DebianBuildVersions are found, offer an automatic cleaning of the directory

Background: The repository https://doocspkgs.desy.de can not be accessed
from outside of DESY but is used at several times in the scripts.
Now set the repository in the config file.
Furthermore, prerm and preinst are added in the package building step.

make the warning that publishing will not be allowed more visible and distinguishable from the other questions asked by the script

- also replace variables in the postinst and postrm scripts

- Renamed rules.doocs-bin to rules.override
- rules.overide, rules.notests will be appended to the rules file only once.

An override_dh_auto_configure: section is appened to the rule file if
the project configuration sets a non empty Override-auto-configure-flags
option.

Existing behavior for doocs based packages preserved;
CMAKE_INSTALL_PREFIX=/export/doocs/server is passed in as default.

added new script to build all dependencies for packages which themselves are not build by the ChimeraTK packaging scripts

Allow the use of #debversion# in explicit package names in the CONFIG files. This was already working throughout the other scripts but the validation failed anyway at the end.
