get_hkl: Read from MTZ

The ability to write nicely formatted MTZs was recently added to get_hkl (as well as the CrystFEL GUI). It would be useful to have the ability to go in the other direction as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
