The marshal code of AdminAcceptHandler was copied from some relatively
older code that did not do all of the usual marshalling checks.  This
commit effectively updates the code of the marshalTapeStatReplyMsg()
method.

Now there are only four methods: getStart, putStart, getEnded,
and putEnded. The stager service is still used with the old
interface for testing purposes, the ultimate goal being to drop it
completely and execute those methods from transfermanagerd.
This is why at this stage the firstByteWritten API is still there.
On the way, fixed some bugs in the PL/SQL closex method used by
putEnded.

The SyslogLogger class was incorrectly replacing the spaces within
parameter values with underscores.

The current rmcd daemon only does SCSI compatible actions.  The future
rmcd daemon will be able to do both SCSI compatible and ACS
compatible actions.  I have therefore added the SCSI qualifier to the
"old" rmcd message constants to differentiate them from the ACS
message constants.

If a concrete class can have a meaningful name then class names of the
form XXXImplementation should be avoided.
