The fix is to avoid to trigger DBMS_ALERT altogether, because
there is no need to have the stager daemon promptly react
to report failures to clients. The stager will anyway reply within
a few seconds.

Tapeserverd now support file://, root:// rfio:// and radosStriper:// URLs, on top of heuristic protocol guessing from the hostname:[/]path synthax.
The rados striper version is not yet fleshed out yet.
The xroot client used for this is the latest object oriented client (XrdCl::File).

Dropped the GCLocalFile table: this entity exists only in C++ and the (autogenerated) table was never used. Found by Shaun.

fixed the remaining exception handlers in case of FK constraint violations,
which had the wrong error code and were thus never called.

It was planned to have the LabelSession of the new tapeserverd
daemon check that a tape being labeled was empty with respect to
the CASTOR namespace.  This feature, which currently does not
exist within either rtcpd or taped has turned out to be more
difficult to implement than expected.  This new additional feature
is therefore being dropped before it gets released.

There was a confusing spelling mistake in my previous commit.  I
wrote not when I meant NOW.

Setting a drive UP in the vdqm as opposed to trying to release and
then unmount avoids the need to remember the state of the drive.

replaced be64toh with internal implementation to allow building for SLC5

The new general way of getting compression statistics is
already present in the not yet released 2.1.15-x code.
This commit is effectively a backport from the master branch.
