TaskWatchDog is now template, can detect when the drive is stuck and ask the right report packer to report that file as wrong, close the session and kill the whole process

Tapeserverproxy is now the only place where zeroMQ is used.Added an extra zmq socket for heartbeat messages. Thus changed watchdog to focus it on watching and got rid of the dummy one, which was no longer needed

Fixed 2 stupid mistakes introduced in the PL/SQL and detected by Eric's new tool to validate the DB code

The TaskWatchdog is now created through a factory provided by TapeserverProxy, enabling us to have a DummyTaskWatchDog while doing the unit tests

Updated the SQL test accordingly.
Renamed castor-SQLSchemaTests.in to castor-SQLSchemaTests.in.pl for file edition (IDE) convenience.

MountSession now provides the zmq context for everyone in the forked-session and closes it in its destructor

Added a suppression to cover a zmq related memory leak that can not be handle in the current architecture
