Merged STAGED and CANBEMIGR into VALID in DiskCopy statuses and create a tapeStatus on the CastorFile with possible values NOTONTAPE, ONTAPE and DISKONLY.
Note that user interface is not touched and still displays CANBEMIGR and STAGED. Only internals (particularly the DB) are concerned.

Fixed bug #101344: CASTOR should not try to create new copies of ARCHIVED, DISABLED and EXPORTED tape copies

we would need an exact match including the minor release...

- incorporated creation of the user stage:st so to drop the unofficial CERN-CC-castor-account RPM
- added dependencies on castor-lib = <current version> to all packages

- the running ones only are taken from all nodes, without restriction
(they are bounded by the #slots).

it can be installed in the diskservers. The diskmanager one still has
a conflict with castor-dbtools because it installs castor_tools.py,
which should be split in the future to have the DB related code
as part of castor-dbtools and the rest as a generic castor-python-lib package.

Fixed the Makefile of the unittest dirctory.  It was incorrectly setting CSEC_DEFAULT_MECHS on the make command-line and this is no longer required and in fact prevents compilation from finishing

castor.localhosts and castor.remhosts files.

Added extraction of information from the DB, so it can be propagated to the logs. The new recall log message now include the user involved (uid), and the retry counters.

Last step of the castor.conf cleanup : now all lines are commented and the proper defaults have been put into the code
