Closes issue 258: The CTA front-end should check that storage class
of a file is not an empty string

'09' was treated as an illegal octal value by bash.

grep_xrdlog_mgm_for_error.sh does not abort if it finds ERROR messages - Somebody needs to fix the reason why the CI test always generates an "unable to drop stripe" error

This reverts commit 129b6d00.

CI runs perfectly with 10 workflow threads and a
"check for work" interval of 1 second.
