[cta-taped] Added a specific error message when the drive device file is not found when a drive is set UP

[cta-taped] Added configuration TapeLoadTimeout to set the timeout after which the tape mount is supposed to be failed

Adapted the cta-admin commands so that we can set the --reason and the
--comment

This reverts commit f9249bb1.

Added the ArchiveForRepack mountType to the Drive reporting
Transformed the DataTransferSession::mountTypeToString() to add the ArchiveForRepack mountType, transformed the normal "Archive" into "ArchiveForUser"

This will limit contention on the scheduling lock when there is no new mount to schedule (which
is the majority of the time).

The probe state is also used. It represents the time when the drive is being checked
for tapes during the down to up transition.

Shutdown is not in use yet as it requires changing the behaviour of the system (clean shutdowns).

This will give faster feedback to the operators as they put drives up.
The scheduling can sometimes take a long time and the status update only happened after that.

Add unitName parameter for the logging.

Also replace all drive, Drive, DiskUnit, diskUnit log parameters with
 unitName.

The ping() and queueRetrieve() timings are of interest, so commit now.
The rest of the timings will follow.

- when failing to schedule.
- now list which drive has an existing mount (at schedule time as well.

This object (with thread) already reports data movement to the main process, and will
also store it in the object store (interface will be added to TapeMount.

Failing to report a migration is non-fatal, as succesfully written files can still be reported afterwards.
synchronousReportEndWithErrors had to be rewritten as instanciating and calling a report would have created a race condition.

Simplified handling of already (or soon to be) mounted tapes.
Added support for next mounts.
Added logging of decision steps.

This patch extends RecallTaskInjector to perform a
Recommended Access Query to the tape drive to reorder
a set of jobs. This patch also adds a unit test for the
newly added RAO functionality

This was used for switching between xroot and rfio in CASTOR. Rfio is not supported in CTA.
