- Added tool to drop from the CTA catalogue all CASTOR tapes from a given tapepool.
  This tool makes use of a temporary table and an additional PL/SQL procedure
  in order to perform efficient bulk operations in the CTA catalogue.
- Made tapepool insertion idempotent.

Following on from GitLab issue cta/CTA#371, replaced INTEGER with NUMERIC(20, 0) within oracle_catalogue_schema_header.sql

Replaced oracle::occi::setVector(occiStmt.get(), 1, archiveFileIdList, SYS, ODCINUMBERLIST) with temporary table TEMP_TAPE_FILE_BATCH

This is a revert of a revert.  I am putting back my modification
to start archive IDs at 1 because of the following error message
from cta-taped:
