CASTOR-4772 The code to parse the name of a slot in a tape library should be implemented in one place

Fixed a commit bug that was breaking TeamCity.  My local git repository contains
more directories than the remote git repository.  One of my CMakeLists.txt files
was diving into one of my "extra" directories.

Conflicts:
	hsmtools/printdiskpool

On top of this, renamed the configuration variables to be more readable
and consistent between rebalancing and draining.

Added TapeLibraryType and TapeLibrarySlot.

Changed the backoff mechanism for server socket bind. It's still linear, but smoother, and with a faster retry rate.

CASTOR-4765: The heartbeat messages of the data-transfer session of tapeserverd should include valid drive unit-names

Partial implementation of the ticket:
- The reporting to client and session exit part has been dismantled.
- The template based implementation of the watchdog has been changed to a more classing inheritance schema.
- The reporting to mother process of the moved blocks has been re-enabled.

The C++ namespace castor::tape::tapeserver::drive now matches its
directory structure.

small change in comments in the castor.conf file so that 'actual comments' can be distinguished from commented entries

Fixed time in the summary line of draindiskserver -q. It used to be random, it's now the current time

added an Obsolete entry for castor-job in the 2.1.15 definition of castor-diskserver-manager package

        (the one from the final destination), we need to reconstruct the environment
        with the original opaque information from the headnode not the one which is
        now provided in the last request.

Thanks to Eric for working this one out.  The castor-lib-tape
currently requires the python-devel package.  This is actually an
unnecessary leftover from the migration policy work of the past
where such policies were written in python.  Following this theory
I am therefore removing the dependency on python-devel.
