changed default host cert/key to be able to run standalone gridftp server with stagerJob gridftpserver.

cert and key files must be under stage:st for stagerJob and root:root for a standalone gridftp server.

- better SubRequest partitioning
- new functions for the new stager:
  - new subRequestToDo, previous one kept as oldSubRequestToDo for backward
    compatibility with the old stager
  - getDiskCopiesForJob, will replace isSubRequestToSchedule
  - processPutDone, to be called for putDone requests
- extracted repack processing out of fileRecalled to startRepackMigration,
  and fixed subRequest status update in case the same file is being
  accessed by other requests
- improved stageRm error reporting + added force param, not yet implemented

Please replace multiple '/' on the file path with
single '/' for stager commands.
Just replace multiple '/' before we insert|update|select lastKnownFileName in castorfile table in stager DB.
