The heartbeat message from the data transfer session to the parent
tapeserverd process is broken.  Given the fact that the heartbeat
logic is not yet implemented in the parent tapeserverd process, I
am commenting out the sending of the message from TaskWatchDog to
parent tapeserverd process.
