Python: PI Motor Stage

Added a Python satellite for the Mercury motor controller. Enables the usage of a PI motor stage setup via constellation. Works with rotation and translation motor stages, defined in a configuration file. The commands are given as strings with attached units and converted into the stage step size, this requires an additional dependency pint.
