More prep work for ReceiverSatellite

Some more commits for !390 (merged):

  • Rename RandomSenderSatellite to RandomTransmitterSatellite to stay consistent
  • Some range_to_string improvements for non-bidrectional ranges
  • Enable C++ by default in Meson
  • Enable satellite in CI builds
