Add CITATION.cff

This add a CITATION.cff file for software citations. Forth the authors I checked the contributor statistics and ordered them alphabetical after the last name. Maybe this is something we can discuss at some point.

I will look into CI deployment to zenodo soon (see also Allpix Squared MR)
