More frequent reporting

Fix technical problems to increase the reporting frequency.

-The idea would be to have daily reports uploaded to eLog just after the end of the day in JST. Presently there is a delay of a few hours.

-Update reporting plots with a higher frequency of ~3h. This may not be the best possible, but certainly is an improvement above what is done now.

-Think about pushing more frequent plots to webpage accessible to SuperKEKB experts w/o Desy accounts.
