BGnet installation does not work anymore

Following the readme for the setup of BGNet will result in errors when using the command "python3 setup.py develop" giving an obscure error. This is caused when having setuptools>68.0.0. Bumping the version in the conda env by hand down to 68.0.0 it will work again. The simplest way to restore this is to set the setuptools version on the requirements.txt, however there is a comment that explicitely mentions that this would be unsafe.
