Fix broken models due to zero division in pipeline_utils

broken models due to zero division in pipeline_utils due to missing pvs in epics archiver at KEK. Missing PVS are now filled with NAN then with 0 in preprocessing. A hole in LER current led to SigmaS values of 0 in its calculation in pipeline_utils.
