ci: run CI jobs `test_wheels-python*` with Numpy v1

The tests don't run with Numpy v2 at the moment. Fixing asapo_consumer and asapo_producer so that they can run with Numpy v2 will take a bit of time because of the duplication of setup.py and some technical debt. So this will be done in a later merge request.
